How Similar Are OWASP Top 10 and OWASP Top 10 for LLM?

As generative AI and LLM applications proliferate, new security terms such as prompt injection, system prompt leakage, and vector database vulnerabilities are emerging.

This can make LLM security seem like a completely different field from traditional web security.

However, a closer look at the OWASP Top 10 for LLM reveals that many of the risks are very similar to issues already addressed in traditional web application security.

For example, the following correspondences can be considered:

Traditional Web Application Security Item Corresponding LLM Security Item Common Core Concept
Injection Prompt Injection Untrusted input is interpreted as a command or instruction, leading to unintended behavior
Broken Access Control Excessive Agency Users or systems are granted permissions and functionalities beyond what is necessary
Software Supply Chain Failures Supply Chain Vulnerabilities or tampering of supply chain components such as external libraries, models, datasets, and plugins
Software and Data Integrity Failures Data and Model Poisoning Integrity of data or models is compromised, altering results and behavior as intended by the attacker

In other words, LLM security is not about discarding existing security principles and creating an entirely new defense system.

It is closer to maintaining existing application security principles and extending their scope to prompts, models, training data, embeddings, RAG, agents, and tool invocation areas.

The latest web application risk list published by OWASP is OWASP Top 10:2025, and a separate list for LLM and generative AI applications, OWASP Top 10 for LLM Applications 2025, is also provided. (OWASP Foundation)

Although the names of the two lists differ, there are significant commonalities in the underlying principles of actual attacks.

1. Injection and Prompt Injection

The most clearly corresponding items are traditional web Injection and LLM Prompt Injection.

Injection in Traditional Web Applications

In traditional web applications, injection occurs when an attacker’s input is interpreted by the application as part of a command or code.

Typical examples include:

SQL Injection
OS Command Injection
LDAP Injection
Template Injection
NoSQL Injection

For example, if user input is directly concatenated into an SQL statement, the following problems can occur:

query = f"SELECT * FROM users WHERE username = '{username}'"

If an attacker inputs the following value, the meaning of the SQL statement can change:

' OR '1'='1

The core problem is that user input, which should be treated as data, is interpreted as a command.

Prompt Injection in LLMs

Prompt Injection also has a very similar structure.

In LLM applications, multiple inputs are typically combined within a single context, such as:

Attackers insert malicious instructions into one of these to alter the LLM’s behavior.

OWASP describes Prompt Injection as a vulnerability that uses specific inputs to modify a model’s response or behavior and bypass safeguards. Jailbreaking can also be seen as a form of Prompt Injection that forces the model to ignore its safety guidelines. (OWASP Gen AI Security Project)

Commonalities of the Two Vulnerabilities

The common principle of both attacks is as follows:

However, there are also differences.

In traditional SQL Injection, SQL syntax and execution rules are relatively clear. In contrast, LLMs probabilistically interpret natural language meanings, making it difficult to completely block attacks with simple special character filters or regular expressions.

Therefore, Prompt Injection can have more ambiguous boundaries and non-deterministic detection results than traditional Injection.

2. Broken Access Control and Excessive Agency

LLM06 Excessive Agency is closely related to traditional web security’s Broken Access Control and the principle of least privilege.

Broken Access Control in Traditional Web

Broken Access Control occurs when a user can access unauthorized data or functions.

Typical examples include:

OWASP Top 10 classifies Broken Access Control as one of the most critical web application risks. Failure in access control can lead to privilege escalation, sensitive information disclosure, and command execution. (OWASP Foundation)

Excessive Agency in LLMs

LLM applications can go beyond simply generating sentences to invoke external tools.

For example:

If an LLM is granted excessive permissions, prompt injection or erroneous judgments can lead to actual system operations.

The core of Excessive Agency is not that the LLM is not smart.

The problem is granting too many permissions and autonomy without verifying the LLM’s judgment results.

Correspondence with Traditional Web Security

In traditional web applications, the server verifies user permissions.

The same principle should apply to LLM agents.

   ↓
LLM 판단
   ↓
Tool Wrapper
   ↓

It is crucial that the LLM should not determine permissions.

Model responses like the following cannot be a security basis:

{
  "authorized": true,
}

Permissions must be determined through authenticated user sessions, tokens, server-side policies, and separate authorization management systems.

Ultimately, Excessive Agency can be seen as Broken Access Control in the LLM era.

3. Software Supply Chain Failures and LLM Supply Chain

Supply chain risks also correspond almost directly in both lists.

Traditional Software Supply Chain

Modern web applications use numerous external components.

CI/CD 플러그인
GitHub Action
외부 API

Attackers can tamper with trusted components instead of directly attacking the application.

OWASP Top 10:2025 classifies this as A03 Software Supply Chain Failures. (OWASP Foundation)

LLM Supply Chain

The supply chain for LLM applications is broader than for traditional software.

For example, a model downloaded from a public model repository might contain a backdoor.

The model might also be manipulated to generate responses intended by an attacker when specific words or patterns are input.

A characteristic of the LLM supply chain is that not only code but also model weights and data are subject to verification.

Therefore, existing SBOMs may not be sufficient.

Management including the following elements is necessary:

It is necessary to extend this to an AI BOM or ML-BOM perspective for management.

4. Software or Data Integrity Failures and Data and Model Poisoning

LLM04 Data and Model Poisoning is directly linked to data integrity failures in traditional applications.

Integrity Issues in Traditional Web Applications

In traditional web systems, problems arise when untrusted data or updates are used without verification.

OWASP Top 10:2025 classifies this risk as A08 Software or Data Integrity Failures. (OWASP Foundation)

Data and Model Poisoning in LLMs

In LLM systems, data is not just simple information but a factor that determines the model’s behavior.

Attackers can tamper with the following data:

For example, suppose a user who can register internal company documents in a RAG system inserts the following document:

If this document is included in search results, the LLM might interpret it as an instruction rather than a reference.

    ↓
    ↓

This is both an indirect Prompt Injection and a RAG data poisoning issue.

In other words, Data and Model Poisoning can be seen as an extension of traditional data integrity issues into the model’s training and inference processes.

5. Injection and Improper Output Handling

LLM05 Improper Output Handling is linked to traditional web security’s Injection and output encoding failures.

LLM application developers often treat responses generated by LLMs as trustworthy results.

However, LLM output, like user input, is untrusted data.

Dangerous Examples

Suppose an LLM generates the following HTML:

<img src=x onerror="fetch('/account/delete', {
  method: 'POST'
})">

If the application renders this value in the browser without validation, an XSS-like attack can occur.

The same applies if SQL generated by an LLM is executed directly.

sql = llm_response
database.execute(sql)

Or, shell commands generated by an LLM might be executed.

command = llm_response
subprocess.run(command, shell=True)

OWASP describes Improper Output Handling as a problem arising from insufficient validation, sanitization, and processing of LLM output. (OWASP Gen AI Security Project)

Commonalities with Existing Security Principles

Traditional web security emphasizes the following principles:

In LLM systems, this should be extended as follows:

Tool

In conclusion, LLMs create another new trust boundary.

The key point is that LLM output can be used as new attack input.

6. Sensitive Information Disclosure and Cryptographic Failures

LLM02 Sensitive Information Disclosure is similar to sensitive information exposure and Cryptographic Failures in traditional web security.

Protecting Sensitive Information in Traditional Web

In traditional web applications, the following information is subject to protection:

If encryption is missing or key management is poor, sensitive information can be exposed.

OWASP Top 10:2025 addresses this as A04 Cryptographic Failures, and existing OWASP classifications also explain cryptographic failures as a major cause of sensitive information disclosure. (OWASP Foundation)

Sensitive Information Leakage in LLMs

In LLM applications, sensitive information can be leaked through the following paths:

For example, if an internal AI stores documents from multiple departments in a single vector DB without properly applying tenant filters, documents from other departments might be retrieved.

results = vector_db.search(
    query_vector=query_vector
)

In this structure, the user’s affiliation or access rights are not reflected in the search conditions.

Instead, tenant and permission conditions determined on the server side must be enforced as follows:

results = vector_db.search(
    query_vector=query_vector,
    filter={
        "tenant_id": authenticated_user.tenant_id,
        "classification": {
            "$in": authenticated_user.allowed_classifications
        }
    }
)

The tenant_id value passed by the user in a JSON request should not be trusted as is.

{
  "tenant_id": "admin"
}

Tenant and permission information must be determined by the server from authenticated sessions or tokens.

This problem is essentially a combination of the following three existing security issues:

Broken Access Control
Sensitive Data Exposure
Security Misconfiguration

7. System Prompt Leakage and Information Disclosure

LLM07 System Prompt Leakage appears to be an LLM-specific item, but its underlying principle is similar to information disclosure issues in traditional web applications.

In traditional web systems, the following information can be exposed:

Incorrect security configurations can also lead to overly detailed error messages being provided to users. OWASP has cited default accounts, unnecessary features, and overly detailed error information disclosure as examples of Security Misconfiguration. (OWASP Gen AI Security Project)

This issue is closer to Insecure Design than to a specific vulnerability in traditional web security.

OWASP’s Insecure Design focuses on the absence of threat modeling and secure design patterns rather than single implementation bugs. (OWASP Gen AI Security Project)

For example, if an agent fails to properly determine task completion, repeated calls like the following can occur:

LLM 호출
  ↓
  ↓
  ↓
다시 LLM 호출
  ↓
  ↓

In cloud-based LLM APIs, this can lead not only to service disruption but also direct financial losses.

Therefore, the following limitations are necessary:

Circuit Breaker

This is an extension of traditional Rate Limiting and resource control principles adapted to LLM inference costs.

OWASP Web Top 10 and LLM Top 10 Correspondence Table

Conceptually linking the two lists, they can be summarized as follows:

OWASP LLM Top 10:2025 Similar Traditional Web Security Items Common Security Principles
LLM01 Prompt Injection A05 Injection Untrusted input interpreted as a command
LLM02 Sensitive Information Disclosure A04 Cryptographic Failures, A01 Broken Access Control Sensitive information protection and privilege separation
LLM03 Supply Chain A03 Software Supply Chain Failures External component and supplier trust issues
LLM04 Data and Model Poisoning A08 Software or Data Integrity Failures Data and artifact integrity verification
LLM05 Improper Output Handling A05 Injection Executing or rendering untrusted output
LLM06 Excessive Agency A01 Broken Access Control, A06 Insecure Design Least privilege and server-side permission verification
LLM07 System Prompt Leakage A02 Security Misconfiguration Exposure of internal configuration and operational information
LLM08 Vector and Embedding Weaknesses A01, A02, A08 Access control, isolation, data integrity
LLM09 Misinformation A06 Insecure Design Excessive reliance on unverified results
LLM10 Unbounded Consumption A06 Insecure Design, Resource Exhaustion Attacks Usage limits and cost control

This table is a conceptual correspondence based on the attack principles and defense principles of each risk, rather than an official one-to-one mapping.

It is also important that a single LLM vulnerability can be linked to multiple existing web security items.

Why Traditional Web Security Remains Important in LLM Security

LLM applications ultimately operate on top of general software components.

사용자
  ↓
웹 또는 모바일 UI
  ↓
API Gateway
  ↓
  ↓
LLM 및 RAG
  ↓

In this architecture, the LLM is only a part of the overall system.

Therefore, LLM applications can still be subject to the following attacks:

SQL Injection
XSS
CSRF
SSRF

In addition, the following risks are introduced:

Prompt Injection
간접 Prompt Injection
Poisoning
System Prompt Leakage
Excessive Agency
Embedding Weaknesses
Misinformation
Unbounded Consumption

In other words, LLM security does not replace traditional web security but expands the attack surface.

Can an LLM Firewall Alone Solve the Problem?

As LLM security issues become known, so-called LLM Firewalls or AI Gateways that inspect inputs and outputs are gaining attention.

Such layers can provide the following functionalities:

However, an LLM firewall alone cannot solve all risks.

For example, the following problems are difficult to solve with just a prompt filter:

This is similar to how installing only one WAF in a traditional web application does not solve all security problems.

WAF
+ Secure Coding

LLM 보안

AI Gateway
+ Prompt 방어
+ Tool Wrapper

Ultimately, an LLM firewall is just one of several defense layers.

Recommended Layers for LLM Application Security

It is desirable to protect LLM systems with a multi-layered architecture as follows:

Layer 1: Traditional Application Security

Layer 2: Prompt and Model Input/Output Protection

Prompt Injection
Sanitizing

Layer 3: RAG and Data Protection

Layer 4: Agent and Tool Execution Control

Layer 5: Monitoring and Response

Tool

Conclusion

The risks included in OWASP Top 10 for LLM do not solely represent entirely new security problems.

Many of them are principles from traditional web application security that have been extended to fit the LLM environment.

Prompt Injection
→ Injection

Excessive Agency
→ Broken Access Control

LLM Supply Chain

Data and Model Poisoning

Improper Output Handling

Unbounded Consumption

However, LLMs have unique characteristics: they process natural language as both commands and data simultaneously, respond probabilistically, and can directly invoke external tools.

Because of this, simply applying existing security controls is not sufficient.

The following principles are particularly important:

Ultimately, the core of LLM security is not about making a single model safe.

It is about designing and controlling the entire trust boundary, from user input to the model, data, output, tool execution, and subsequent systems.
